Version 0.4 of Bandwidth Monitor NG

This release adds BSD and Mac OS X support, as well as many configure options and things like a configure script, config files, packet error hightlighting, and HTML output. Supported input methods are /proc/net/dev, netstat (BSD and Linux), getifaddrs, sysctl, and libstatgrab.
