Changes: A switch option has been added for the cdsrgadm command. RGSM (Resource Group State Message) is broadcast to all nodes in the cluster. Man pages have been created for the cdsrgadm and cdshcore commands. There are some bugfixes.

Changes: The CHC (Cluster Heartbeat Core) module was created. The Resource Groups module and Administrator Commands were created.
