GOGO is a patch against LAME which makes it encode about twice as quickly while maintaining the same quality. It makes use of MMX, 3D Now!, and SSE if your system supports these instructions.

I've been having a LOT of trouble accessing the site. But --> looks like bebits.com has a mirror of the source .ZIP, so all's good -- just comment out OS=BeOS in the Makefile!
Correction
From the /herumi subdir, go to [products] and *then* look for gogo*.tgz.
