PolkaDot is extremely simple blogging software. It requires nothing but a PHP host and a text editor. Installation consists of copying a few files to a server. Configuration is optional and involves very simple changes to a single file. Posting consists of copying text files to a server. It's really about as simple as a working blogging system could be, while still providing features such as categories, RSS feeds, and full-text searching.
