Version 0.2 of RIMiGate, APRSD on a Floppy

This version sees a shift to syslinux booting with an MSDOS file system, thus ending the dependency to have a Linux system to build the disk. There is an update of the default configuration. MicE decoding is off by default, and Lat/Long has now been added.
