About:
Avidemux is a graphical tool to edit videos. It can open AVI, openDML, MPEG, Nuppelvideo, and BMPs. Most common codecs are supported (M-JPEG, MPEG, DivX, Xvid, huffyuv, WMA, etc.) thanks to libavcodec and libmpeg2. Video can be edited, cut, appended, filtered (resize/crop/denoise), and re-encoded to either AVI (MPEG4/MJPEG) or MPEG 1/2.
The Spidermonkey Javascript engine is used to give powerful scripting capabilities.
Release focus: Minor bugfixes
Changes:
The aim of this release is to enhance compatibility with gcc4. Additionnaly, most of the MMX code has been tweaked to work full speed on AMD-64 (for AMD-64+gcc4, you need CVS). As a bonus, there are a couple of new filters.

This is just the kind of program I need for encoding videos, but I can't
seem to find any option for downscaling the FPS. Am I daft/blind or is it
not available?

If you mean dropping/duplicating frames -> No
But you can alter the fps by using misc->change fps
The audio will go out of sync though

Well, desyncing audio is hardly an option. How come there is no option for
dropping frames? That should be more useful than just changing the FPS imo.

If you want tou paste your small AVIs to one, to cut your huge AVIs to a
lot very quickly and simply or to extract the audio from an avi or... then
Avidemux is your best choice.
