Release focus: Minor feature enhancements

Changes:
This is a major rewrite of giv using the agg anti-grain geometry package for vector graphics. This version also includes arrows, text elements through Pango, improved keyboard interaction, improved documentation, and numerous other enhancements and bugfixes. The Windows installation now bundles the GTK runtime environment.
